AI adoption in HR: 3 levers to activate right now

Drive AI adoption in HR without a big budget: 3 levers to activate now to set a clear framework, equip your managers and listen to your teams.
AI adoption in HR: 3 levers to activate right now

AI is spreading fast in Belgian companies. We looked at this adoption in detail in HR & AI in Belgium: adoption is booming, but are you really ready?, and showed why managers make all the difference in The manager's role in AI adoption: the factor that changes everything. The remaining question is one of method: how do you turn this individual momentum into results for the whole organisation? We've grouped this method into 3 concrete levers, covered in this article.

Part 1 - Set the framework: establish clear governance

Setting a framework means one simple thing: stating clearly what AI can do in your company, and what it won't. Without this framework, every employee makes up their own rules, often in uncertainty, sometimes in fear.

In practice, this means:

  • A short, readable usage charter, not a 40-page legal document
  • A clear list of authorised and prohibited use cases (which data can go into an AI tool, and which never can)
  • A simple reminder of GDPR obligations, without jargon

This lever has a stronger knock-on effect than you might think. A clear framework, backed by senior management, costs nothing to put in place and removes much of the uncertainty that holds adoption back.

This framework shouldn't be built without HR. Management has every interest in sharing its vision of AI with HR as early as possible: they are the ones who will support the change day to day, because a digital transition is above all a human matter. Yet this is often where things go wrong: according to a study by Axys Consultants conducted in late 2025, 39% of HR professionals surveyed feel they lack support from their senior management.

Part 2 - Equip your managers

According to Gallup, active support from managers is one of the two main factors driving AI adoption (we covered this in detail in The manager's role in AI adoption: the factor that changes everything). A framework isn't enough if managers themselves don't know how to support their teams.

In practice, this means:

  • Dedicated training for managers, separate from team training, focused on "how to support adoption" rather than "how to use the tool"
  • Simple support rituals: a monthly check-in on how the team uses AI, for example
  • A clear, concise view of what's really happening in their team, so managers don't have to guess where their people stand

But HR, who run these training programmes, need to be equipped themselves. Lack of skills remains the main obstacle cited by HR professionals: according to the same Axys study, 52% point to a lack of in-house technical skills, and 88% believe AI requires new skills within their own teams. Training HR first, then giving them the means to equip managers: that's the sequence that removes the obstacle, far more than generic training for everyone.

Part 3 - Communicate: create a feedback channel from the field

The third lever is often the most neglected. Without a space where teams can express their fears, their actual use of AI and their difficulties, HR is flying blind. Problems surface too late, once resistance has already set in.

In practice, this means:

  • Regularly checking how teams feel about AI, not just once at the start of the project
  • Providing an explicit space to voice concerns, without judgement
  • Treating this feedback as a source of information on a par with a performance indicator

This risk is far from theoretical: according to the same Axys study, 41% of HR professionals consider their company culture not very open to AI. This reluctance doesn't go away on its own. A regular feedback channel lets you hear it early, understand what's driving it and respond before it turns into resistance.

Three levers, one logic: stop flying blind

Set the framework, equip managers, communicate with teams. These three levers require neither a big budget nor a six-month project. Above all, they require one thing: a clear view of what's really happening in your teams, so you can act before resistance sets in rather than discovering it too late.

That's exactly what a platform like eBloom helps you put into practice every day. A question playlist dedicated to digital transformation and AI helps you measure, month after month, how your teams are really experiencing this change. You get a concise view of your teams' usage and sentiment, a structured feedback channel, and managers who are finally equipped to lead their team without drowning in Excel spreadsheets.
